Martin Delgado, a Partner at S-3, began his career serving as a budget analyst at the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service. While there he was competitively selected to detail at the Office of Management and Budget in 1991, and the House Appropriations Committee in 1996, before moving over to Capitol Hill in 1997 to serve as a Professional Staff Member for the Senate Interior and Environmental Appropriations Subcommittee.

In 1998, Delgado joined the House Appropriations Committee, where he worked for over 16 years, including six years as Clerk and Staff Director of the Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies. While serving on the Agriculture Appropriations Subcommittee, Delgado worked on many high-profile issues, including biotechnology, dairy, and tobacco, and crafting legislation to combat regulatory overreach in the livestock, nutrition, commodity futures, and food nutrient sectors.

During his nearly two decades of government service, Delgado oversaw passage of the $121 billion spending bill that encompasses the U.S. Department of Agriculture (USDA), the Food and Drug Administration (FDA), the Commodity Futures Trading Commission (CFTC) and food and nutrition programs like WIC and the Supplemental Nutrition Assistance Program (SNAP), and the $77 billion Military Construction/Veterans Affairs bill.
