Luca joins S-3 group with several years of government relations experience in the private and non-profit sectors. Most recently he was an Associate Consultant at a subsidiary of the law firm Crowell & Moring where he supported the firm's efforts to advise American companies in Asia on navigating the geo-political and regulatory environment and supported engagements with key stakeholders. Before that he was the second hire to the Government Relations team at the growing disaster response non-profit Team Rubicon. He supported the organizations' engagements at all levels of government.
He began his career in Washington, DC interning in the office of former Rep. Conor Lamb (D-PA) and in the Antitrust Division of the Pennsylvania Office of Attorney General under the leadership of now Gov. Shapiro (D-PA) as well as another prominent DC government relations firm. He earned his BS/BA and MPP in public finance from American University.
